Kimberly Smith is the CEO and Executive Director of Compass Case Management, bringing over 20 years of experience serving children with special needs, serious emotional disturbances (SED), medical fragility, developmental disabilities, and complex trauma-related conditions.
Kimberly acquired Compass Case Management and led its strategic growth into a high-integrity, family-centered care-management agency specializing in complex pediatric populations. Under her leadership, the organization has expanded its clinical scope, operational capacity, and regulatory sophistication to better serve children and families navigating New York State’s Medicaid and behavioral health systems. She has extensive expertise in HCBS Waiver services, Health Home Care Management, Level of Care (LOC) eligibility, CFTSS, care coordination, clinical documentation, and inter-agency advocacy. Her work consistently focuses on ensuring that children receive the right services, at the right intensity, in the least restrictive and most supportive environment possible.
Throughout her career, Kimberly has worked closely with families, providers, schools, hospitals, foster care agencies, county departments of social services, and state oversight entities to navigate complex systems of care. She is widely recognized for her ability to resolve service barriers, secure critical authorizations, prevent unnecessary institutional placements, and design individualized care plans that stabilize families and promote long-term outcomes. Since acquiring Compass Case Management, Kimberly has transformed the agency into a trusted partner for families seeking guidance through HCBS eligibility, service coordination, school collaboration, behavioral health stabilization, and long-term care planning.
